I think karma is something internal, not an external system of reward and punishment enforced by some higher power. Something like when you lie too much you'll tend to believe that others lie to you as well so you don't trust anyone and in the end you suffer. Along those lines. If it was an external system, wouldn't it mean that people deserve the bad things that happen to them (even if they're carried out by you). And by ridding them of their bad karma by doing bad things to them, which is a good thing, you get good karma. So doing bad things to people gets you good karma.
